It shall be the purpose of this Chapter to establish a uniform and equitable <br /> system of municipal personnel administration for all employees of the City. <br /> 240.02 Scope. Any term and condition of employment shall remain solely within the discretion <br /> I <br /> of the City to modify, establish or eliminate. This Chapter does not constitute and shall not be <br />. construed as an employment contract between the City and any employee covered herein. The City <br /> retains the full and unrestricted right to operate and manage all manpower, facilities and <br /> equipment; to establish functions and programs; to set and amend budgets; to determine the <br /> utilization of technology; to establish and modify the organizational structure; to select, direct and <br /> determine the number of personnel; to establish work schedules and to perform any inherent <br /> managerial function not specifically referred to in this Chapter. <br /> 240.03 Relation to Other Laws. The personnel policies contained in the personnel chapter are <br /> subject to the laws of the United States, the State of Minnesota and the City ordinances.
