<br /> ~ <br /> . <br /> 1st Draft <br /> Problems/Solutions for Telecommunications Task Force <br /> Problem: Federal and state policymakers have failed to recognize cities' critical role in <br /> shaping the public puzpose of the "information superhighway" at the local level. <br /> SolUlion: Federal and state telecommunications policies must safeguard and uphold <br /> local authority to control use.of rights of way, easements, and property and recognize <br /> the critical importance of the local information infrastructure and increasing need for <br /> broad local access and connectivity. <br /> . <br /> Problem: Communities are threatened with loss of economic development, efficient service <br /> delivery and community access to programming and information needed at the local level. <br /> Solution: Standards must be set to permit cities and residents to use electronic <br /> information systems and services to improve community well-being, encourage expansion <br /> of the local economy, and provide for information technology for the use and benefit of <br /> . the public. <br /> ~ Problem: Cities face increased demand to provide access to government information and <br /> databases. <br /> SolUlion: Private sale of tax-supported information and government data services must <br /> be subject to state and local requirements assuring a fair return for the value of <br /> information and staff expertise invested to produce it. <br /> Problem.; City officials do not fully understand and have not had the opportunity to articulate <br /> local needs which the convergence of electronic information technologies can serve. <br /> SolUlion: Cities must insist that local access to information technology is widely available <br /> at a reasonable cost to residents and public institutions at the local level to strengthen <br /> public pa.rticipation in government decision-making affecting the community and to <br /> assure that information needs are equitably served. <br /> . <br />
