CITY OF ARDEN HI:I.U:l <br /> MEM)RAN[)l]M <br /> DATE: September 26, 1994 <br /> TO: Dorothy Person, City Administrator <br /> FRCM: Brian Fritsillger, Calmunity Planning Coordinat=~ <br /> SUBJECl' : 1863 Grant Road, Lawrence Rust <br /> You should recall that during 1993 the City undert=k several <br /> activities frcm a safety and welfare perspective at 1863 Grant Road. <br /> At that time, the property owner was placed in a nursing hotre. <br /> Over the last several rronths, staff has attempted to have the "junk" <br /> located on this lot rerroved. These items included vehicles, tractors, <br /> tires and other miscellaneous trash. Efforts to have the owner's son <br /> rerrove these items have teen ineffective. <br /> Attached you will find co=espondence frcm Attorney Miller on this <br /> . property. He has indicated two methods of handling this nuisance. In <br /> discussing this with Dave Kriesel, we feel that the notice to abate <br /> approach would be TIDst appropriate action prior to tawing these <br /> vehicles. <br /> We have discussed this with the Ramsey County Sheriff, who will issue <br /> the actual "tow" notice, and have been authorized to store these <br /> vehicles at the Ramsey County ItTTfOUI1d Lot. In order to undertake this <br /> process there will I::e sore cost to the City. Dave has researched the <br /> potential costs to the City for this undertaking. It will cost $65 <br /> per tow and $15 per day for storage. The overall costs to the City <br /> will be approximately $500-1000. <br /> MN State Statute allows the City to conduct a sale irrmediately upon <br /> illTflOundment due to the age and condition of the vehicles. <br /> If the applicant does not claim the I::elongings, the City can dispose <br /> of the property and recoup serne of its costs through a public auction. <br /> The City can also assess the costs against the property. <br /> . <br />
