<br />II 3490 Lexington Avenue North <br />.eague of Minnesota Cities St. Paul, MN 55126-8044 <br /> October 26, 1994 <br /> Dear League Members: <br /> I am pleased to submit the accompanying draft 1995 Legislative Policies for your <br /> consideration. <br /> This year, the League followed a new format designed to identify the most important concerns <br /> of cities and to translate those concerns into legislative priorities. Rather than simply <br /> amending previously adopted policies, many of which had been in place for a number of <br /> years, the policy committees were asked to start with a clean slate. Their first task was to <br /> identify problems within their respective areas that cities face or are likely to face in the near <br /> future. Once there was agreement on the problem definitions, solutions, usually in the form <br /> of legislative initiatives or policies, were created. <br />. You will note from the accompanying policy document that it is considerably shorter and, we <br /> believe, more focused than in previous years. It will allow the League's membership and <br /> staff to concentrate on those issues of most critical importance. <br /> Your input is crucial to this process. The League needs your reaction to the definition of <br /> problems and the proposed solutions. With that input, along with comments received from <br /> the various policy committees, the League Board will be in the best position to make <br /> decisions about the content of the 1995 Legislative Action Agenda. <br /> On behalf of the Board of Directors and staff, please accept my sincere thank you for your <br /> contribution to this most important process. <br /> Sincerely, <br />.
