An insert was included with the se=d quarter utility billings <br />. which advised utility custarers that arrounts remaining unpaid as <br /> of 9/1/94 were subject to certification. <br /> 2. As of 9/14/94, a delinquency list was developed by finance which <br /> identified those utility custorrers that were past due for rrore <br /> than one quarter. <br /> 3. Individual letters were sent on 9/15/94 to delinquent utility <br /> customers identified in step #2 al::ove. Customers were gi veIl <br /> until 9/27/94 to clear up the delinquency. <br /> 4. Prior to calculating third quarter billings, previously <br /> identified delinquent custorrer past due balances were adjusted <br /> to $0.00. An insert was included with the third quarter which <br /> dOC\.lIrented this action and gave fo:rma1 "Notice of Certified <br /> Delinquent Item". <br /> 5. In several cases, the finance departrrent has worked with <br /> custorrers prior to this item caning before Council to obtain <br /> account payrrent and avoid the certification process. <br /> Ob-iection <br /> Mr. George Reiling has verbllly objected to the charging of <br /> undeveloped land within the surface water management utility <br />. ordinance . Accordingly, Mr. Reiling has chosen not to pay these <br />
