CITY OF ARDEN HILLS
. MEHl1U\NDlJM
DATE: Nov~ 14, 1994
TO: Mayor aDd City Colmci1
FRCM: Brian FritsiDger, l"'nnnm;ty PlaIming Coordinator@
stlBJEl:T : Pay Equity CalpJ.iaDCe
Each of you has received the docuIrentation which detailed Arden Hills
"First Notice of Non-O::rnpliance" as required by the local Gove:rnrrent
Pay Equity Act. Attached you will find the reconsideration request as
a resp:>nse to this notice.
I have been in contact with the DepartIrent of Employee Relations
(roER) and have discussed the options available to the City in
resp:>nse to this notice. Based on these discussions I 'M:luld reccmrend
that Arden Hills, check Box #1 and request an extension pending
ccxrpletion of the PDI study.
. As the City CoI.mcil considers the options available with its Pay
Equity Plan, the CoI.mcil should keep in mind the process roER follows
in determining corrpliance. O::rnpliance is detennined based upon a
computerized statistical test. 'This test does not necessarily
conespond to a fair and equitable pay st=t.ure. In fact, the only
reason the City was in corrpliance prior to this rrost recent rep::lrt was
because the CSO Officer was a rrale and was paid significantly less
than other ferrales. The City Council nay also find it interesting to
note that several other cities which were previously found in
ccxrpliance are now out of ccxrpliance simply because of a change in the
roER software system.
Previously the City did not have this software to detemdne its
corrpliance on an ongoing basis. I now have this software which
provides the ability to know specifically what roER looks at.
.
