By resolution, the <br /> Ci ty has adopted certain connection and use charges. It is also <br /> possible to collect, as part of the connection charge for water <br /> e service, prior special assessments which were not levied because of <br /> the nature of the property ownership. <br /> The City's Sewer utility Regulations require connections if <br /> sanitary sewer service is currently available or at least within <br /> two years of the date when sanitary sewer does become available. <br /> By resolution, the City has again adopted connection and use <br /> charges. Unless appropriate wording occurs in the Sanitary Sewer <br /> Resolutions, the City's other regulations do not indicate that the <br /> sanitary sewer connection charge could include an amount for prior <br /> special assessments which were not levied because of the nature of <br /> the property ownership. If any such uncollected special <br /> assessments exist, the City may want to amend its regulations prior <br /> to consenting to a National Guard connection to the sanitary sewer <br /> system. <br /> If a sewer and water project is undertaken in order to extend <br /> service to the National Guard site and if the City wants to build <br /> additional capacity for future needs, an agreement between the City <br /> and the National Guard would be appropriate. The agreement would <br /> define each party's financial responsibilities (including the <br /> payment of prior unlevied special assessments) and would describe <br /> the timing of various payments. The agreement would also require <br /> that the National Guard site be subject to the same regulations and <br /> rate increases as other Arden Hills residents.
