OneComm (formerly CenCall Communications COIl'.) is one of the <br /> largest Specialized Mobile Radio ("SMR") services in the United States. Last year, OneComm was granted <br /> a license by the Federal Communications Commission to operate an Enhanced SMR, or ESMR, in the Twin <br /> City market area. ESMR is one of the newest emerging low-power wireless technologies that will compete <br /> with cellular. ESMR will look, sound and work just like cellular but will have the advantage of also being <br /> able to provide paging, fleet dispatch and data transmission all with one portable handheld phone. ESMR is <br /> digiraJ and can hanclle more calls per channel than cellular and transmits at lower watts. <br /> . As we discussed today I am writing to you to ask if the City would be interested in leasing space at the water <br /> tower that is located on Red Fox Road. A drawing of OneComm's installation on a similar water tower in <br /> South St. Paul is enclosed to help explain our proposal. <br /> ANTENNAS <br /> OneComm will need to place three 15ft. whip antennas on the top of the tower initially. After three to five <br /> years, the whip antennas will be removed and replaced by nine small panel antelUlas that can be placed <br /> around the sides of the tank on the fluted colwnn. The panel antennas measure only 4ft. long and 1ft. wide. <br /> They can be painted to match the Tower so they will not be easily seen. <br /> EQUIPMENT SHELTER <br /> OneComm will need interior space at the site for its radio and electronic equipment. There are two options_ <br /> Ootion I: OneComm could bring in a prefabricated building and place it behind the existing city pump <br /> house. The shelter measures approximately 11ft. by 20ft. It can be built with many choices of finish, <br /> including brick, so it will be companble with the site. Landscaping will be done, if necessary, at OneComm's <br /> expense. <br /> Ootion 2: OneComm could partition off space inside the base of the tower. The space would be <br /> approximately 200 sq. ft. TIlls is the option shown on ihe site plan from our South St. Paul installation. Any <br /> alterations would be at OneComm's expense and only after City approval of detailed plans. <br /> After ihe site is built our maintenance personnel will visit ihe site about once a monih. <br /> LEASE AGREEMENT <br /> . OneComm is willing to pay $750 per month for rent wiih increases of 15% every five years. We would like <br /> ihe Lease to run for 25 years. OneComm will indemnify ihe City and name ihe City on its insurance policy. <br /> It is already understood ihat the priority use of the site is for ihe public's water supply and ihat our use ofihe <br /> site is a special privilege ihat cannot interfere wiih the use ofihe site as a water storage faciliiV. <br />
