Post, Acting Administrator <br /> FROM: Brian Fritsinger, Community Planning coordinato@B <br /> SUBJECT: Attached Memo Regarding Base Oosure Consortium <br /> Attached is the memo from Ramsey County which addressed the Base Closure Consortium. <br /> You may recall that Mayor Probst asked Staff to follow up on this group. <br /> I have been in contact with the lCMA to discuss the activities of this group. In fact, I have <br /> received additional infonnation and have attached it. <br /> In brief, this Consortium has about 50 members. These members are exclusively <br /> representatives from cities and counties. They represent both base and ammunition plant <br />. closures from across the United States. The attached memo from Mr. Kirkwold adequately <br /> addresses the mission of the Consortium. <br /> Obviously in discussing the Consortium with the lCMA staff member assigned to the <br /> Committee, I was told that our membership would be very beneficial. While there is no cost <br /> to be a member, the related costs are those incurred while travelling to attend the meetings. <br /> The issue which the City Council should consider is who the appointed member to the <br /> Consortium should be. Ramsey County has become a member and is attempting to take the <br /> lead role with this group. Because the arsenal is located fully within our corporate <br /> boundaries, I believe Arden Hills should be the lead agency on all activities which involve <br /> TCAAP. However, from a strictly budgetary and time standpoint, taking this lead position <br /> is a commitment only the City Council can make. <br /> Please advise of any relevant direction you would like to take regarding this issue. <br /> BFikms <br />~ <br />
