Attachment 1 lists the current <br />SWM Utility fees charged to Bethel College, as well as the requested adjustments to the <br />fees. <br />Backl!'I'ound <br />An August 16, 1994, letter from City of Arden Hills Community Planning Coordinator Brian <br />Fritsinger (Attachment 2) requested that Bethel College provide the City with an inventory . <br />of various aspects of the Bethel College campus. Upon completion of the inventory and <br />subsequent reply to the City (Attachment 3), Bethel College re-examined the fees the City <br />was charging Bethel College for the City's SWM Utility Plan. As demonstrated in the <br />following discussion, a significant reduction in the SWM Utility fees charged to Bethel <br />College is in order, <br />Exemnt Areas <br />City of Arden Hills Resolution Number 93-15 states that street and highway right-of-way <br />and lakes be exempt from SWM Utility charges (see Attachment 4). These areas were <br />included in acreages for which Bethel College is being charged SWM Utility fees. <br />Campus Area - The Bethel College campus covers nearly the entire area bounded by Old <br />Snelling Avenue on the west, 1-694 on the north, HamlinelNew Snelling Avenue on the east, <br />and the Soo Line Railroad corridor on the south (sli'e Attachment 5, Bethel College Campus <br />Master Plan). As noted on Attachment 1, the area of the campus is 219.64 acres. Bethel <br />College also owns two undeveloped off-campus parcels with a total area of 6.42 acres, <br />Valentine Lake - In December 1992, a Water Management Plan was prepared for the City of <br />Arden Hills upon which the SWM Utility was based. The report lists the surface area of <br />Valentine Lake as 360 acres. That area is incorrect. The STORET data base, available <br />through the Minnesota Pollution Control Agency and included in the Technical Appendix of <br />the Water Management Plan, lists the surface area of Valentine Lake as 24.1 hectare or 59.5 <br />acres. Bulletin Number 25 from "Inventory of Minnesota Lakes" lists the surface area of . <br />Valentine Lake as 58 acres. <br />~ <br />. PARSONS <br />
