I have attached some copies of the <br />original engineering computations from MSI when it was first <br />constructed. This information is on file at the Rice creek <br />watershed district office. I have also enclosed air <br />photographs of the site before construction and after <br />construction showing the ponds that we built on the site. I <br />have also enclosed a copy of the environmental assessment <br />that was completed 2/77. I hope that the information that was <br />requested and the additional information that I provided will . <br />better help with your investigation into this issue. If you <br />have any questions or if I can be of assistance feel free to <br />contact me at 631-7111. <br />I feel that we clearly demonstrate that we hold our surface <br />water and should not be further charged for the surface water <br />utili ty. In fact, the records show that the MSI retention <br />ponds have a drainage area of approximately 44 acres, <br />including the Northwestern bank site and the Harriet street <br />extension project. I also feel that because the engineering <br />records were on file at the watershed district office that <br />the city should have investigated our property before <br />initiating the surface water charge. Thus I believe that we <br />are due a refund. <br />Please let me know when the council will hear this issue so <br />that I may attend if my schedule permits.
