<br />ROLE OF STATE GOVERNMENT . <br />* Create a Metropolitan Housing and Redevelopment Fund totaling between $35-40 <br /> million per year. Preferably, funding should be derived from one or a combination of an <br /> income tax surcharge, payroll tax, deed tax, registry tax or some other non-property tax. <br />* The fund distribution should contain three major elements: <br /> 1. A significant portion should remain or be distributed back to the sub-region in which it <br /> was collected to provide for implementation of local housing programs consistent with <br /> that sub-region's plans for development of new affordable housing or rehabilitation of <br /> existing low income housing within the context of an overall regional plan. <br /> 2. A significant portion should be allocated on a regional needs basis to alleviate the <br /> deterioration in the most severely distressed areas. <br /> 3. A smaller portion should be allocated regionally for non-housing programs such as <br /> community development, job training, housing location assistance, social program <br /> assistance, etc. to implement deconcentration of poverty. <br />* Designate the programs to be created and the agency to oversee the administration of the <br /> programs. The designated agency should be (Met Council? MHFA? new?). The state <br /> should make a thorough assessment of all existing housing assistance programs to <br /> detertnine if there is duplication, administrative overlap and waste. Savings from program <br /> combination and streamlining should be diverted to the Metropolitan Housing and . <br /> Redevelopment Fund <br />ROLE OF REGIONAL AGENCIES - COUNTIES, METROPOLITAN COUNCIL <br />. The Metropolitan Council should produce a housing plan which identifies affordable <br /> housing needs on an area-wide basis using the criteria of income levels, transportation, <br /> jobs, support services, current land use, etc. At this step, political boundaries should not <br /> be considered. <br />* The (?agency) should develop a strearn1ined process to administer the funds with the least <br /> amount of red tape and time lag. <br />ROLE OF CITffiS/COMMUNITIES <br />* To work with the Metropolitan Council, County HRAs and the (?agency) to implement <br /> programs as appropriate within each city/cluster/sub-region. <br />* To work with the private sector loan institutions and developers to provide a range of <br /> housing. <br /> [Ii] Urban Strategies Task Force Report 28 . <br />
