<br /> -.-.--- <br /> ,. , <br /> MNDOT FUNDING FOR MAINTENANCE AND CONSTRUCTION OF ROADS . <br /> The Minnesota Department of Transportation, through its Municipal State Aid program, provides <br /> funding to local units of government for maintenance and construction of roads that meet specific <br /> criteria within those jurisdictions. Funding for these purposes is obtained through a portion of <br /> the state motor fuel tax (currently 20 cents per gallon) and is allocated by a formula which <br /> considers 50 % population, 50 % needs based on lane miles of state aid routes and traffic volume. <br /> Utilization of these construction funds require compliance with many minimum standards <br /> including roadway width, on-street parking, grade, radius, etc. Moreover, local roads in the <br /> greatest need of repair often do not quality for MSA funding. These rigid standards often don't <br /> allow consideration of local needs and often result in loss of important local prerogative and <br /> design character. Moreover, these standards may result in excessive costs and over design. <br /> THE SOLUTION: <br /> 1. Allow local units of government to apply MSA construction funds to all public streets <br /> within their jurisdiction. <br /> 2. Allow local units of government to determine roadway width, alignment, grade and other <br /> design standards using acceptable engineering standards. <br /> . <br /> , <br />
