J <br /> <br />WHEREAS, The 1991 Minnesota Legislature established a Ramsey <br />County Local Government Services study Commission to "report on the <br />advantages and disadvantages of sharing, cooperating, <br />re s t ructur ing, or consolidating..." acti vi ties in areas of publi c <br />service including public works; and <br /> <br />WHEREAS, The consolidation plan provides for reclassification <br />of roadways and corresponding changes in jurisdiction including the <br />transfer of local and State Aid roadways between the County and <br />municipalities; and <br /> <br />WHEREAS, County Road F (County State Aid Highway 12) from <br />I-3SW to Snelling Avenue, located in the City of Arden Hills, is <br />presently under the jurisdiction of Ramsey County as a County State <br />4It Aid Highway; and <br /> <br />WHEREAS, This roadway segment has been determined to serve a <br />local function only; and <br /> <br />WHEREAS, Revocation of "County State Aid Highway" status may <br />be accomplished by resolution of the Ramsey County Board of <br />Commissioners pursuant to Minnesota Statutes S162.02; and <br /> <br />WHEREAS, The consolidation plan stipulates that Ramsey County <br />shall improve the roadways to acceptable levels prior to <br />transferring jurisdiction over roadway segments from Ramsey County <br />to municipalities, and the Ramsey County Capital Improvement <br />Program provides funding for these improvements; and <br /> <br />WHEREAS, The Ci ty of Arden Hills desi res to reconstruct this <br />segment of County Road F for an estimated cost of $900,000 and fund <br />the reconstruction project with Municipal State Aid Street sources, <br />and an estimated $390,000 from the 1993 Capital Improvement Plan, <br />Ramsey County Roadway Consolidation Fund; Now, Therefore, Be It <br /> <br />RECEJVED <br />RAMSEY COUNTY BOARD OF COMMISSIONERS <br />.
