The Study discusses in detail the proposed reconstruction of this segment of roadway <br />I to an Urban Standard, including new stonn drainage facilities and the potential replacement <br /> CIVil ENGINEERING of existing watennain along the route. Funding sources available for this project include <br /> .VIRONMENTAL Ramsey County Tumback Funds, assessments to benefitted properties, Municipal State Aid <br />I iJNICiPAl Construction Funds, Surface Water Management Funds, and Water Department Funding. <br /> PLANNING <br />I SOLlDWA$TE If the City Council desires to move forward with this project, timing is very critical. This <br /> STRliCTURAL is due to the fact that a major traffic generator for County Road F is the Mounds View <br /> SURVEYING High School. The Feasibility Study lays out a project schedule, which would allow <br />I TRAFfiC construction to begin immediately after the 1994/1995 school year ends, and have the <br /> T~ANSPORTATION roadway substantially complete, prior to the beginning of the 1995/1996 school year. <br />I E~EC:RICAliMECHANiCAL In order to proceed with this project on this schedule, the City Council needs to consider <br /> :t\GiNEERING three actions at your January 9, 1995, City Council meeting. The first action would be to <br /> HVAC consider the attached Resolution adopting the Feasibility Study, and authorizing the public <br />I ;OWERDISTRIWT!ON hearing. We have recommended a February 27, 1995, public hearing date. The second <br /> SODA action would be to consider the attached Resolution authorizing the preparation of plans and <br /> SYSTEM CON'ROlS specifications. In order to have the project ready to begin construction by late Mayor early <br />I June of 1995, it will be necessary to immediately begin work on the plans and <br /> specifications. This will also allow detailed infonnation to be available at the time of the <br />I public hearing. A third action the City Council should consider is the attached Resolution, <br /> which designates County Road F as a route on the City's Municipal State Aid System. In <br /> accordance with the State Legislation recently passed, allowing the Ramsey County <br />I Turnback Program to proceed, the City is allowed to place these turnback roadways on <br /> their Municipal State Aid System, above and beyond normal mileage that they are allowed. <br /> .ICESIN: This will provide the City the opportunity to utilize Municipal State Aid Construction <br /> Funds as a funding source for these improvements. <br />I MINNEAPOLIS <br /> PRIOR lAKE <br />I ST.
