Attached is the original draft request for proposal prepared for the Arsenal project. My <br />. intention is to refine this proposal after meeting with other municipal representatives in <br /> Washington D.C. <br />. I would appreciate any preliminary feedback on this RFP at your convenience. The critical <br /> item to review is the scope of services. The level of the services to be provided will <br />.. obviously impact the cost estimates of the submitting firms. 1 would initially suggest the <br /> following time table: <br /> l. January 30 - Final RFP scope of services approval <br />. 2. March 6 - Submittal ofRFP's by firms <br /> ~ March 13 - Interviews <br /> ~. <br /> 4. March 27 - Selection of consultant <br />. 1 would also like to briefly comment on the intended plan of attack for this project. I have <br />. not had an opportunity to discuss this at length with the Mayor or City Council, but I wanted <br /> to provide my thoughts. <br />. It has become apparent that even though Arden Hills has the planning responsibility for this <br /> property, other organizations do not intend to allow the City to utilize these legal rights. I <br /> would suggest that the City formalize its strategy at its earliest opportunity and present this <br />. to the reutilization committee. From what I have been able to determine from the other cities <br /> experiencing base closures, the local jurisdiction was given authority to appoint the <br /> reutilization committee. With Congressman Vento taking it upon himself to do this, it has <br />. created a perception problem as to who should control the process. <br />:.. <br />. <br /> ------ <br />
