Two or three times within the past several years. this issue has been raised and ill <br />~M' discussed with the Planning Commission and Council. Each time, it was concluded that the zoning for both f1l <br />I II colleges is appropriate in tenns of potential future uses - if the colleges were to leave the sites, 11M <br />~ b <br />The Bethel Campus development would be adaptable to a high quality Business Campus (like CPD or Business b <br />Park (like Opus in Minnetonka) or a health care facility. It would be a reasonable extension of the Lexington/Fox ~ <br />Business Area, it abuts a major arterial highway, and it would provide a reasonably sound land use transition 1M <br />between the mixed business-industrial uses to the east and the single-family areas to the west and south. <br />I Ini Valentine Lake, with no development on the western or northern shores, provides a buffer for either the college ~/l <br />'~I or potential furure B-1 uses and the nearby residential uses. 1M I <br /> <br />11U! The Northwestern Campus does not have the same relationship to adjoining uses. Rezoning it to a B-1 district tj <br />I ~/ul would introduce the possibility of a new use to that area of the City. Lake Johanna's shoreline, in contrast to (UI <br />I ' Valentme Lake, is totallv developed with single-familv homes except for Northwestern College. I,'ffl <br />In~ .' m <br /> <br />I Illi This zoning issue was discussed al some length in 1991 when the "school" land use categories were redefined 'I~ <br />I'UI and reclassified and was discussed agam when the Zoning Ordinance was anlend"d in 1993. The conclusion was <br />filii to retain the zoning as it is (see attached letter from Jerry Filla). however, the Land Use Chart in the Zoning III <br />I II, Ordinance, Section V.E., page V -6, does not reflect this detennination as it does not show "Higher Education" b <br />l~1111 as a Special Use in the B-1 District. This oversight should be corrected.
