'. ,.......-, -,,) '-'.'\.~.' , J-' j ~- ARDEN HILLS Cln COVNCIL - FJ;.Bl3.TJARY 27, 1995 11 I NATIONAL GUARD WATER/SEWER CONNECTION REQUEST I Superintendent Winkel indicated staff has reviewed the Melchert/Block Associates proposed Sanitary Sewer and Water plans forthe National Guard Reserve Center. I Mr. Winkel stated after examining the available Sanitary Sewer connections, staff has developed an alternate to the Melchert/Block proposal. He noted Alternate B, as described in the February I 6, 1995 letter from City Engineer Greg Stonehouse is the staff recommended connection method. I Mr. Winkel indicated the estimated cost for installing the staff recommended connection should be very close to the Melchert/Block proposed plans expenditure. I Mr, Winkel stated as noted in Mr. Stonehouse's letter Alternate B will have the least amount of restoration needed on Hamline Avenue, with the water connection work taking place off the I main roadway. The staff recommended water main connection should be a 12-inch size pipe jacked under County Highway 96 to maximize water available. -- Mr. Winkel noted staff has met with Mr. Bill Block from Melchert/ Block to discuss the alternate B plans. Mr, Block has agreed the Alternate B is feasible and is preparing plans and specifications for this proposal. I Mr. Winkel indicated if Council agrees, he would like Council to direct staff to negotiate a connection agreement between the National Guard Reserve and Arden Hills. I Mr. Bill Block of Melchert/Block Associates, indicated he had wanted to be assured that connection could be made before expenditures had been made, I , Acting Mayor Malone inquired if the costs have been estimated yet, Mr, Block indicated the cost is still unsure, because of moving the lift station and other extra costs, I Mr. Stonehouse indicated there would not be a need for much oversizing. I Councilmember Hicks inquired as to the size of the piping, Mr, Stonehouse indicated it was their opinion a 12-inch would be appropriate. I Councilmember Hicks inquired if this is proposed for current needs and if development occurs, changing later. Mr. Stonehouse indicated the change would be to increase lift stations. . Mr. Fritsinger also indicated in reviewing the area south of Sunfish Lake and small area north of .- the National Guard, there may not be a need for any changes for oversizing. I
