" I
The local Rotary Club has expressed interest in funding and planting trees and shrubs after the .-
project has been completed.
The grant money from the State DNR can be used within a three (3) year time period. If I
accepted, the money must be used by December of 1997. The criteria for using the money -
include the completion of regrading the site and the installation of playground equipment, which
would be located near the park entrance.
Preparation of Plans & Specifications I
Plans and specifications for this project have not yet been prepared. I would like to request that
this be authorized to be completed. Following the plans and specifications. RFPs would be sent I
out. As you discussed with Mayor Probst, sending out RFP's would give us a much better idea of
the project costs. The project would be completed only if appropriate funding has been obtained
to match the project costs. I
Possible Project Phases
The project could be completed in phases. Phase 1 would be the most extensive and costly, since I
it would involve a complete regrading of the area, seeding/sodding, installation offences, and
other items necessary to make the fields playable. Hopefully, this could be started in August and
completed in the spring of the following year. Phases II & III could include the addition of lights I
on the two south fields and the installation of playground equipment. The lights and play
equipment (Phases 11 & III) would take approximately $90,000-$100,000 off the initial cost of ..
the project (Phase I). The regrading of the site would put us into compliance with the
Americans with Disabilities Act since the area would be level. The ball fields would be arranged
in a pinwheel type formation so that the safety hazard of overlapping outfields would be I
eliminated.
Recommendation I
After discussing the situation with you, we seem to agree with Mayor Probst that plans and
specifications are needed before RFP's are sent out. I am recommending that this be done.
Resolution 95-22 should be passed to support this. These specifications would be discussed I
. with the Mayor and City Council before RFP's are sent out.
CSW\jt I
I
I
I
..
-
