I ) "
~. CITY OF ARDEN HILLS
MEMORANDUM
I
DATE: March 10, 1995
I TO: Brian Fritsinger, City Administrator
I FROM: Cindy S. Walsh, Parks and Recreation Director tS ~
SUBJECT: Parking Easement at Cuinmings Park
I Background
I At the time Cummings Park was developed, a parking lot for park users was not constructed. A
lease agreement for parking space was drafted and signed with Control Data Corporation. This
lease provided the City of Arden Hills with a parking lot for park users. The lease agreement
I was set up with the option of extending the term of this lease agreement for two successive
periods of one year each. This lease was apparently extended for the two years. However, the
lease agreement expired in 1985.
I Short and Long Term Parkinl,1 Options
II During the meeting with lames Belland and Walt Seiler from Control Data Systems, Inc. and
yourself on Friday, March 3, 1995, it is apparent that both a short term agreement and long term
solutions are necessary for parking at Cummings Park. Control Data Systems, Inc. seems very
I willing to work with the City to accommodate our needs. From our meeting on March 3, we
agreed that the best short-term solution is to sign a temporary lease extension agreement for the
use of their north parking lot. (Labeled Lot #1 on the Subdivision Plan enclosure). I have
I enclosed a copy of the lease extension agreement which would provide the City with parking
through December 31,1995_
I . After the lease agreement expires in December, Mr. Belland and Mr. Seiler suggested that
Control Data may be interested in deeding the area they own at the northwest corner of their
property to the City. Arden Hills could then construct our own parking lot. This area is labeled
I Lot #2 on the Subdivision Plan enclosure.
Recommendations
I I recommend that the lease extension agreement prepared by Control Data Systems, Inc. be
signed as a temporary solution to the City's parking needs.
I In order to solve the long term need for the users of Cummings Park to have parking, I
recommend that you and I meet with Mr. Bellandi and Mr_ Seiler to consider their offer to
I possibility deed property to the City. As we discussed on March 3, some allowances may need
to be made for the amount of green space Control Data is required to have. The deeding of this
I- property to the City would mean that this area would have to be cleared; thus, causing Control
Data to lose some of their required green space_ As we also discussed, this area is close to the
I
