Walsh, Parks and Recreation Director e5~ <br />I SUBJECT: Sheehy Land Donation ' <br /> Background information on Sheehy's donation <br />I The City of Arden Hills was contacted by Mr. James C. Shacker and Mr. C.E. Sheehy in <br /> December of 1993 _ They expressed an interest in donating their 8.57 acres to the City. The <br /> property consists of primarily Type III and Type IV wetland. A tennis court was constructed on <br />I the SW Comer of the property in 1974/1975_ As I mentioned in a previous memo, this tennis <br /> court should be removed since the soil conditions present do not provide a stable base. Mr. <br /> Sheehy has confirmed that the tennis court is in poor shape. The estimated in-kind labor cost to <br />I the City for demolishing the tennis court is between $ I 500-$2000. <br />III The City Council concurred at the January 20, 1994 worksession that the City should draft an <br /> agreement with Mr. Sheehy to transfer the title of the property. <br />I Recommended Use of this Property <br /> The City of Arden Hills has taken title to the property_ Attorney Filla is working on obtaining <br /> the paper title. <br />I In our discussions regarding the use of this property, we agree that development of the area is <br /> limited due to the wetland delineation. The Parks & Recreation Committee has talked about the <br />I possibility of putting a floating walkway/trail around the property at some point in the future. I <br /> . recommend that the area be maintained as City property until a specific use is identified. In light <br /> of the recent conflict over the County Road E & Old Snelling development, I am cautious in <br />I recommending that the site be designated as open space. <br />I I will continue to work with you in an attempt to explore possible uses of the property. I am <br /> recommending that the tennis court area be demolished this Spring to prevent injuries that may <br /> occur because of the condition of the courts. <br />I CSW\jt <br />I <br />,- <br />I <br />
