First of all, I talked witb Gary Whelpley wbo <br /> I- works with the Minnesota Community Development Agency and has some experience in <br /> developing city land projects. He referred me to William Craig at the University of Minnesota, <br /> phone number 625-1551. Mr. Craig is the Director of tbe Center for Urban and Regional Affairs. <br /> Mr. Craig referred me to Fred Smith, who works for this Center. He is cum:ntly involved in a <br /> project which includes the arsenal property in whicb they are providing assistance to Jobs for <br /> I Peace. The contact person at Jobs for Peace is Janet Groat, the Director, phone number 871. I 027. <br /> Mr. Smith said that they have two graduate research assistants working witb Jobs for Peace to <br /> I develop information about tbe site so that this group is informed about any suggestions made <br /> regarding the site. There is also a faculty advisory committee from several colleges that is serving <br /> as a research advisory panel and resource for the graduate students. Apparently $26,000 was <br /> allocated to pay the graduate students to do this project. <br /> I Mr. Smith also referred me to Barbara Lukerman of the Humphrey Institute and also involved in <br /> this project. Her phone number is 625-4310. Mr. Smith talked briefly about some site closing <br /> I legislation that may make money available for utilization purposes when the arsenal ptoperty is <br /> turned over local control. That is one of the issues they are looking into. He also referred me to <br /> the League of Minnesota Cities and suggested I talk to someone there for assistance. <br /> I Mr. Smith seemed interested in what Arden Hills is trying to do, noted that the University of <br /> Minnesota has already accepted this project and said tbey are willing to talk with us about <br /> providing further assistance to the [mance committee involving developing financial ptojections or <br /> whatever it is we think we would like a graduate student do to help the city.
