CITY OF ARDEN HILLS <br /> I MEMORANDUM <br /> I DATE: March 31,1995 <br /> I TO: Mayor & City Council \ ) <br /> I FROM: Cindy Walsh, Parks & Recreation Director ~\; <br /> RE: Cooperative Trail Grant Program Application <br /> I <br /> Program Purpose <br /> I This grant is funded by the State of Minnesota Department of Natural Resources. The emphasis <br /> of this program is to promote access between people and desirable destinations. Its primary <br /> purpose is to complete trail connections between where people live and public recreation <br /> I facilities (i_e., parks and other trails). A secondary purpose is to link existing trail segments_ <br /> .- Trail Segment Which Could Potentiallv Be Funded <br /> This grant could fund a portion of the trail which would run from Hwy 96 and City Hall south <br /> through the new segment obtained from the John McClung's new development and eventually <br /> . end at Briarknoll Drive. This segment will connect with the existing paved walkway which <br /> extends from Floral Park to Cummings Park. This eight foot wide bituminous trail segment <br /> would provide a crucial link between our existing trails and the proposed Trunk Hwy 96 trail. <br /> . (Through collaborated efforts with Ramsey County, we have applied for ISTEA funds for a trail <br /> along the south side of Trunk Hwy 96). <br /> I There are some areas of this trail segment that will require special consideration. In two <br /> locations, a floating bridge/walkway of some sort will be necessary. <br /> I Grant Reimbursement and Local Match <br /> There will be a 50% "hard match" from the City for eligible elements of the project proposal. <br /> The minimum reimbursement amount is $5,000, and the maximum is $50,000. At this time <br /> I estimated trail costs are $80,000. The area has been surveyed and preliminary plans have been <br /> suggested by Maier Stewart. Maier Stewart has recommended that an additional easement be <br /> I obtained from PemTom Townhouse Association if possible. Obtaining this easement would <br /> decrease our trail costs since the severity of the grade is less than the cost of our existing <br /> easement. I have met with both the North and South associations_ They may be willing to let the <br /> I City acquire an additional easement. There are some members who are opposed to this. I plan to <br /> walk the area with representatives from both associations in April. The Parks & Recreation <br /> I- Committee plans to meet with the area residents regarding this trail in June of 1995. <br /> . <br />
