Minutes Pal!e 8 03/01/95
Commissioner Rye indicated as cmzens, we do not own the land and can not prohibit I
development, but with a Planned Unit Development, the Commission can provide for guidelines. I
He indicated the applicant has followed all the requirements.
Commissioner Rye noted as far as an Environmental Assessment Worksheet, the size of the parcel .
would not warrant a smdy.
Commissioner Nelson indicated he also did not like the garage. He indicated the road, even .
though private should be 32 feet.
Commissioner Nelson inquired if a park dedication fee would be required. Mr. Fritsinger I
indicated this to be the case.
Commissioner Nelson concurred with Commissioner Rye, that the site was too small to call for I
an Environment Assessment Worksheet.
Mr. Bergly indicated the Environmental Assessment Worksheet and Impact Smdy are not I
required. He noted some of the environmental issues have been addressed, the ponds will be
sedimentary ponds and will clarify the water before it would flow into other bodies of water. -I
Commissioner Nelson inquired if the wetland setback has been met. Mr. Bergly indicated the
City does not have a wetland setback. .
Commissioner Nelson inquired if it is necessary to change the Comprehensive Plan. City
Attorney Filla indicated the Comprehensive Plan shows the land as open, but not designated and .
the zoning shows the area as R-1 Single Family. He indicated when the two conflict the zoning
will control the land. He noted the reason for amending the Comprehensive Plan is for
consistency . .
Commissioner Larson applauded the residents for eloquently presenting their view point. He .
indicated though, had he been on the Planning Commission many years ago, there perhaps were
individuals in opposition to the develop of the homes of those in attendance.
Commissioner Larson indicated concern that the citizens are asking to move for a Development .
where a Planned Unit Development is not required and general single family homes would be
developed. He indicated with a Planned Unit Development the Commission has more control I
over what is developed and the open space.
Commissioner Larson indicated he would prefer a 32 foot wide street and a loop in the water I
main. He also indicated concern for the need for a detached garage.
-.
I
