FROM: <br /> SUBJECT: Pay Equity <br /> . <br /> BACKGROUND <br /> . In October of 1994 the City was notified by the Department of Employee Relations (DOER) <br /> that its Pay Equity Plan was found in non-compliance. The City Council then met in <br /> November and requested an extension until April 30, 1995 to complete any adjustments to <br /> . the Plan and submit a new report. <br /> Ie At the November 17, 1994 Work Session the Council discussed options for resolving this <br /> problem. The Council indicated that staff should proceed with a short term solution with the <br /> intention staff would review the strategies set forth in 1991 and incorporate similar strategies <br /> . into a new Plan which will allow the City to maintain compliance. <br /> The short term solution discussed was expanding the Pay Plan from five (5) steps to six (6) <br /> I steps. Attached you will fmd spread sheets prepared by Mr. Post detailing a change to a six <br /> step Plan for the years 1993/1994/1995. The increase in steps does itself not appear to be <br /> enough of a change to put the City in compliance. In utilizing the computer software <br /> . provided by DOER, the City would be found in compliance for each of these years only if <br /> it revises its work points. <br /> I ACTION <br /> The larger question to be considered is developing a Plan which will allow the City to move <br /> into the future and be found in compliance. This should be the key topic for discussion. <br /> . Questions to be considered are: <br /> l. Are the job duties for each position correct? <br /> 2. If the duties are correct is the time spent correct? <br /> . , Do salary ranges need to be adjusted based on any changes in duties? <br /> j. <br /> 4. Should the pay equity points be changed? <br /> 5. What is the cost to bring the City into compliance? <br /> . Once those issues are resolved then the City must consider the most appropriate long term <br /> approach to compliance. Staff will have available at the meeting a number of scenerios to <br /> .- consider. <br /> . <br />
