FROM:WTerrance Post, City Accountant <br /> I SUBJECT: 4/3/95 Arsenal Cleanup and Conversion Project Meeting <br /> . Last evening I attended a meeting of the Arsenal Cleanup and Conversion Project at North <br /> Heights Lutheran Church in Arden Hills. The agenda for the two hour meeting included an <br /> I introduction by Janet Groat, Minnesota Jobs with Peace; an update of the status of the vacant 14 <br /> TCAAP houses; a technical discussion of cleanup issues; a plea for volunteers to facilitate 20 <br /> neighborhood "TCAAP Use Planning" meetings; and organizational governance issues. The next <br /> I meeting is scheduled for May I, 1995 at North Heights Lutheran. <br /> .- Following are some note observations from the meeting I attended. <br /> L Minnesota Jobs with Peace is a collaborative organization with the Operating Engineers <br /> . labor group. <br /> 2. The Army would like to designate this group as the Restoration Advisory Board (RAB) <br /> I for the site but the group currently has no officers and does not exist in the eyes of the <br /> Internal Revenue Service (IRS). <br /> I 3. Gordon Fair of the American Indian Housing Corporation from Minneapolis gave an <br /> update on the 14 TCAAP houses. His organization exists to provide housing for <br /> chronically homeless Indians with children. They are in the "preliminary planning stages" <br /> . of determining the feasibility of providing services at TCAAP. They view this 25 acre <br /> parcel as an "ideal setting" to provide supportive services in the creation of a <br /> "chemically-free little community". The existing 14 houses plus an additional 14 houses <br /> I would allow much space between houses and not be "cheek to cheek" as in Minneapolis. <br /> . Mr. Fair outlined their strategy of having DOD transfer the 25 acres to the BIA who in <br /> turn would deed ownership to the Red Lake band who would put the land in "Tribal <br /> Trust" and then allow American Indian Housing to rehab and/or begin new construction. <br /> . Their concerns are with any toxins that may be on the site. On 4/7/95 they along with <br /> .. Minneapolis based Project for Pride in Living (PPL), are going to go through each house <br /> to inventory deficiencies/concerns. <br /> . <br />
