Ms. Canniff commented that Mr. Ogren is not a resident of Arden Hills and the desires of residents <br /> should come first. Ms. Canniff indicated the Council is elected by Arden Hills' residents to do what <br /> the residents want them to do. <br /> . Mr, Roger Moberg, 1308 Cannon, indicated he is in favor of the development. He indicated he <br /> is a former Planning Commission member and feels the development is very good, and would like <br /> . to move into the development. <br /> Ms. Ann-Marie Hoelscher, 1750 Gramsie Road, appealed to the City Council to order an EA W <br /> . if there is concern regarding a wetland in the northeast corner as admitted by Mr. Ogren. She noted <br /> once a development is there, there is no turning back and if information is obtained before <br /> construction, adjustments can be made. <br /> . Mr. Eugene Schmidt, 1628 Chatham Avenue, indicated similar concerns were presented before <br /> .- the Chatham Addition was developed in 1976. He indicated the wildlife has not moved out of <br /> Chatham. <br /> . Mr. Schmidt indicated he also has elected the City official to serve and follow the laws and <br /> regulations of the community. <br /> . Mr. Schmidt expressed concern regarding what was written in the Saint Paul Pioneer Press, "I think <br /> it is not really a necessary thing, she said of the study, but we're going to vote in favor of it because <br /> the neighborhood has organized." He indicated because of the quote, if it is a true quote, he believes <br /> . the Council is not doing the job it has been charged with. <br /> Mr. Aiken indicated he would like to add to the record a letter drafted by himself and his wife <br /> . regarding the request for an EA W, and their support for ordering one. He also indicated a petition <br /> signed by various residents. <br /> . Mr. Aiken indicated the process can clearly define litigation and also assign responsibility. He <br /> believed the EA W is a vital part of the process. <br /> . Mr. Aiken indicated once a project is underway and a conditional use permit or planning stipulations <br /> are included in a project, the City of Arden Hills does not have adequate resources or personnel for <br /> . proper oversight. Citizen involvement and oversight is necessary to protect the interests of the City. <br /> He believes, therefore, it is imperative that in any project of this magnitude the facts and special <br /> .- circumstances are understood by everyone. <br /> Mr. Steve Hurst, 3779 McCracken Lane, indicated the developer promised he would not go away. <br /> Mr. Hurst noted an EA W will help assess the site if single family detached homes go in also. <br /> . <br /> ---- <br />
