I I. ARDEN HILLS CITY COUNCIL - APRIL 24.1994 5 I Approve TCAAP Snecial Fund and Operatin!! Transfer I City Accountant Post indicated there is no existing centralized account/department or fund to account for the activities of a TCAAP Consultant nor are such activities presently funded. I Mr. Post stated it would be prudent for Council to consider authorizing a $ I 00,000 1994 operating transfer from the General Fund to a newly created TCAAP Special Revenue Fund. He noted this amount is conservatively based upon anticipated first phase costs of known grant commitments and I an assumption that no additional grant revenues are forthcoming. He anticipated an operating transfer back to the General Fund in the future if all of the special revenue funds were not used. I MOTION: Malone moved and Hicks seconded a motion to direct the City Accountant to establish a TCAAP Special Revenue Fund and a 1994 $100,000 operating transfer I from the General Fund to the newly created TCAAP Fund. The motion carried unanimously (5-0). I ADMINISTRATOR COMMENTS City Administrator Fritsinger indicated a few items for discussion. .. Mr. Fritsinger stated there had been discussion with Mr. Roger Aiken regarding his drainage problems. Mr. Fritsinger noted he had briefly spoken with Engineer Stonehouse regarding this issue. I Mr. Fritsinger indicated the neighbors would prefer drainage to flow into the wetland. Mr. Fritsinger indicated there are still outstanding issues to be resolved, and discussions will I continue. Councilmember Hicks encouraged staff to resolve the problem so future problems will not occur. I Mr. Roger Aiken of 4360 Hamline A venue, indicated there is no outlet, but the water would have I to rise to the 200 year flood level. Mr. Aiken indicated his proposal would be to fill his property raising it approximately one and one- I half feet to two feet. Mr. Aiken believed this would be the solution with the least impact on the neighbors. He did note I he would have to essentially agree to no future complaints. Councilmember Hicks indicated he would like the problem solved to the neighbor's desires, but he I wants the solution to be functional also. t' Councilmember Malone noted some concerns and believes Mr. Stonehouse should review. Mr. Fritsinger indicated another item for discussion was a Caretakers Contract for the Arsenal. He believed the City would be in the position to be the subcontractor, this is under review. I
