PUBUC NOTICE I Notice is hereby given that a public hellIing will be held by the Dakota County Board at Commissioners on the 2nd day ot May. 1995, at 9:00 AM in the County Board Room of the Dakota County Administration Center, 1590 Highway 55, Hastings, MN, for the purpose of I receiving comments from and passing information to the general public conceming the Consolidated Plan for the Dakota Co<mty Consortium (Anoka, Dakota, Ramsey, and Wa.shington Counties) which indudes proposed housing and commWlily development objectives and projected use of 1995 Dakota County CODG and HOME funds. I The Consolidated Plan (CP) will replace the Comprehensive Housing Aifordability Strategy (CliAS). Its intent is to combine into a single submission the planning and application aspects of HVO's Community D<!velopment Bloc:k Grant (CDBG), Emergency Sheller Grant (ESG). HOME I Investment Partnerships (HOME), and Housing Opportunities for Persons with AIDS (HOPW A) . formula programs with the requirements for <:HAS. The new submission will replace the current CliAS, the HOME program description, the Coaununity Development Plan, the CDBG final I statement, and the ESG and HOPW A applications. The CP also consolidates the reporting requirements lor these programs, repla<:ing five general performance reports with one. The purpose of the submUsion is to <nable localities to examine their needs and design ways to I address those needs that are appropriate to their circwnstances. It is intended to 1) promote citizen participation and the development of local priority needs and objectives by providing comprehensive information on the juNdiction that is....y to understand; 2) coordinate statutory I requirements to .chieve the purposes 01 the Ads in a comprehensive way, while redu<:ing , paperwork and zninimizing the federal intruoion into Stale and local.planni.ng activities and to simpliiy the process of requesting and obtaining federal funds available on a lormula bW. 3) promote the development of an action plan that provides the basis lor assessing perlonnance; M and en~ourage consultation with publk and private agencies, including those outside a single jurisdiction to identify shared needs and solutions.
