CITY OF ARDEN HILLS I MEMORANDUM I DATE: May 25, 1995 I TO: Mayor and City Council Brian Fritsinger, City Administrat@ I FROM: SUBJECT: Joint Powers Agreement for Recycling of Street Sweepings I Attached the Council will fmd the proposed Joint Powers Agreement for the recycling of I road maintenance materials. The Council had initially approved action supporting this program based on a recommendation from then Public Works Superintendent, Dan Winkel, at its November 14, 1994, Meeting. I The cities of Arden Hills, Falcon Heights, Lauderdale, Little Canada, New Brighton, e RoseviIle, Shoreview, White Bear Lake, Vadnais Heights, the town of White Bear and I Ramsey County had successfully applied for a $94, I 79 Grant with the Board of Government Innovation and Cooperation. In order to receive these funds and carry out the goals of this I program a Joint Powers Agreement is proposed. The purpose of the project is to create and operate a facility where the parties would work I together to re-use roadway materials. It is the intent of this program to reduce costs and the use of landfill space. The City Attorney has reviewed these documents and indicated that everything appears to be in order. I Term - The Term of the Agreement is five (5) years. User Fee- A monthly User Fee of $1.50 per ton will be charged to each party. I The fee only applies if a City uses the Facility. There is no requirement that the cities must use the facility. The use of recycled materials is based on the amount of materials brought to the site by I a City. Committee - The project will be overseen by an operations committee made up of one representative from each community. I Recommendation Ie Staff recommends approval of Resolution Number 95-39, authorizing the City to enter into a Joint Powers Agreement for the recycling of road maintenance materials. I I
