<br /> I 1 <br /> I <br /> . <br /> . <br /> . <br /> CITY OF ARDEN HILLS <br /> I MEMORANDUM <br /> I DATE: May 25, 1995 <br /> I TO: Mayor and City Council <br /> Brian Fritsinger, City Administrat@ <br /> I FROM: <br /> SUBJECT: Joint Powers Agreement for Recycling of Street Sweepings <br /> I Attached the Council will fmd the proposed Joint Powers Agreement for the recycling of <br /> I road maintenance materials. The Council had initially approved action supporting this <br /> program based on a recommendation from then Public Works Superintendent, Dan Winkel, <br /> at its November 14, 1994, Meeting. <br /> I The cities of Arden Hills, Falcon Heights, Lauderdale, Little Canada, New Brighton, <br /> e RoseviIle, Shoreview, White Bear Lake, Vadnais Heights, the town of White Bear and <br /> I Ramsey County had successfully applied for a $94, I 79 Grant with the Board of Government <br /> Innovation and Cooperation. In order to receive these funds and carry out the goals of this <br /> I program a Joint Powers Agreement is proposed. <br /> The purpose of the project is to create and operate a facility where the parties would work <br /> I together to re-use roadway materials. It is the intent of this program to reduce costs and the <br /> use of landfill space. The City Attorney has reviewed these documents and indicated that <br /> everything appears to be in order. <br /> I Term - The Term of the Agreement is five (5) years. <br /> User Fee- A monthly User Fee of $1.50 per ton will be charged to each party. <br /> I The fee only applies if a City uses the Facility. There is no <br /> requirement that the cities must use the facility. The use of recycled <br /> materials is based on the amount of materials brought to the site by <br /> I a City. <br /> Committee - The project will be overseen by an operations committee made <br /> up of one representative from each community. <br /> I Recommendation <br /> Ie Staff recommends approval of Resolution Number 95-39, authorizing the City to enter into <br /> a Joint Powers Agreement for the recycling of road maintenance materials. <br /> I <br /> I <br />
