<br /> I <br /> I. safety features, aesthetic considerations, and other elements of the urban environment for <br /> I purposes of safeguarding the public health, safety, convenience and general welfare, <br /> I 4, The development of a sound and broad tax base for the community and the school district <br /> is essential in order to provide revenue for adequate public facilities and services without <br /> creating undue burdens upon individual property owners, <br /> I 5. The maintenance of a public image which associates Arden Hills with excellence of <br /> design, structural quality and good taste is desired. <br /> I 6. Major public expenditures should be made according to a capital improvements program <br /> and budget which establishes priorities and schedules for five or six years in advance <br /> I based on projections of need and estimated revenues. <br /> 7. Broad citizen interest and participation in the planning process should be encouraged by <br /> I exposing the populace to facts, examples of good planning, and advice as to the benefits <br /> to be derived. Every effort should be made to staff the Planning Commission with public <br /> spirited citizens who can contribute to the planning of the City. <br /> I III. The TCAAP Concept Plan <br /> I- Now that the Department of the Anny has stated that TCAAP is excess property, the City has <br /> created a TCAAP Task Force to plan for reuse and redevelopment of TCAAP. The TCAAP <br /> Task Force is comprised of members of the City planning commission, along with a <br /> I representative from each of the City's standing committees. The TCAAP Task Force has already <br /> completed Phase I of its charter, 'preparation of a preliminary Concept Plan for TCAAP, depicted <br /> I on Figure 2. The TCAAP Concept Plan, which updates the 1982 Plan Map, includes the <br /> following elements: <br /> I TranSDortation framework: The Concept Plan shows an internal circulation system of <br /> collectors designed to access all parts ofTCAAP, This system consists of east-west and north- <br /> south collectors to serve industrial uses in the southern and western portions of the property, and <br /> I a series of collectors to serve the residential and commercial heart of the property. Hamline <br /> Avenue is shown connecting through the site generally from north to south, although probably <br /> not in,the straight-line configuration designated on the map due to the presence of significant <br /> I wetlands and other valuable natural resources. <br /> Residential uses: A significant portion ofTCAAP is designated for residential uses of <br /> I various types and densities, These residential uses would be located primarily in the central and <br /> northern portions of the property, <br /> I Commercial uses: The Concept Plan shows a neighborhood-level commercial center <br /> near the center of the property at the intersection of two proposed collector streets. This center <br /> I- would serve the retail and service needs of the population living in the new residential area. <br /> I 4. <br />
