Bingo Hail Premises Permit Application . Bac~ound The City was informed by the Gambling Control Board this spring that the Shoreviewl Arden Hills Lion's Club had disbanded and that their Class A gambling license and premises permits . were, accordingly, revoked. The Lion's Club had been conducting bingo operations at the Pot-O- Gold bingo hall and pull tabs at McGuirestRamada Inn. I Council has previously taken action in the form of adopting Resolution 95-32 which approved a premises permit for the St. Mary's Romanian Orthodox Church to conduct pull tab operations at .. the McGuires;Ramacla site. The matter before the Council at the June 12, 1995 regular Council meeting will be to consider I approving a premises permit to Earthstar Project, Inc. to conduct bingo operations at the Pot-O- Gold facility. I Application Process The Earthstar Project organization formally initiated the application process by providing the City with an executed lease agreement with the Bingo Hall, a completed Minnesota Lawful I Gambling Premises Permit Application, and payment of a $100 Investigation fee on April 2, 1995. Staffhad earlier met with Mr. Bolin ofEarthstar Project on March 20,1995 to familiarize him with ordinance requirements including a lengthy discussion about trade area spending . requirements. Staff initiated background checks with the Ramsey County Sheriff Department. Aside from some I outstanding traffic items, nothing significant was noted. I On May 15, 1995, the City received additional information from the organiZation as required by ordinance. Upon review of this information, a May 16, 1995 letter was sent to the organization which highlighted concerns staffhad in the area of satisfying the trade area spending I requirement. On May 18, 1995, the City received amended support information from the organization. The .- internal affordable housing initiatives program was deleted in this revision. .
