I
,j
CITY OF ARDEN IDLLS ' I
MEMORANDUM .-
r
DATE: June 8, 1995 I
TO: Brian Fritsinger, City Administrator
cc: Greg Stonehouse, City Engineer I
FROM:@ Terrance Post, City Accountant I
SUBJECT: National Guard SeweriWater Connection Project
On Monday, 6/5/95, Greg Stonehouse and I met with the following representatives of the State of I
Minnesota Department of Military Affairs concerning the above project: .
(1) Melchert - Block Associates, Inc. (Engineers for the State)
(2) Thomas Vesely - Architectural Supervisor I
(3) Suzanne Krueger - Contracts Officer
The purpose of the meeting was to share bid opening results and to determine to what extent, if ..
any, the City was willing to fmancially contribute to the project.
Bid results (see attached) were dismal. There were only two bidders with the "low" bidder I
exceeding estimated project costs ($147,830) by $68,570 (46.4%) and the "high" bidder
exceeding estimate by $184,079 (124.5%). An option that the State of Minnesota must explore is I
rebidding the project.
Mr. Stonehouse and I suggested that, in principle, the only costs that the City would be willing to I
participate in are those that relate to city requested "oversizing".
Engineer Stonehouse agreed that the portion of the lift station item costs that related to it being I
approximately thirty feet deep instead of eleven feet deep would be appropriate for the City to
fund. He estimated that this proportional cost of the lift station be $15,000 based upon the
estimated bid price of$40,000. Applying this 37.5% factor (i.e. $15,000/$40,000) to the "low" I
bid amount of $45,000 results in a potential city cost participation amount of$16,875.
Engineer Stonehouse also requested that Melchert -Block provide the engineering data to support I
why they believed a 10" DIP water main was adequate for facility needs including fire flow. If
the ten inch line is adequate for National Guard needs, the City Council could then consider, as a
cost participation alternate, paying the approximate $3,000 to oversize the water main to twelve I
inches.
_I
I
