<br /> . <br /> CITY OF ARDEN fiLLS <br /> - MEMORANDUM . <br /> DATE: June 8, 1995 <br /> TO: Brian Fritsinger, City Administrator <br /> FROM: @;V Terrance Post, City Accountant <br /> SUBJECT: Earthstar Project, Inc. - Bingo Hall Premises Permit Application <br /> Background <br /> The City was informed by the Gambling Control Board this spring that the Shoreviewl Arden <br /> Hills Lion's Club had disbanded and that their Class A gambling license and premises permits <br /> were, accordingly, revoked. The Lion's Club had been conducting bingo operations at the Pot-O- <br /> Gold bingo hall and pull tabs at McGuiresJRamada Inn. <br /> Council has previously taken action in the form of adopting Resolution 95-32 which approved a <br /> premises permit for the S1. Mary's Romanian Orthodox Church to conduct pull tab operations at <br /> the McGuireslRamada site. <br /> - The matter before the Council at the June 12, 1995 regular Council meeting will be to consider <br /> approving a premises permit to Earthstar Project, Inc. to conduct bingo operations at the Pot-O- <br /> Gold facility. <br /> Application Process <br /> The Earthstar Project organization formally initiated the application process by providing the <br /> - City with an executed lease agreement with the Bingo Hall, a completed Minnesota Lawful <br /> I Gambling Premises Permit Application, and payment of a $100 Investigation fee on April 2, <br /> 1995. Staffhad earlier met with Mr. Bolin of Earthstar Project on March 20,1995 to familiarize <br /> him with ordinance requirements including a lengthy discussion about trade area spending <br /> I requirements. <br /> Staff initiated background checks with the Ramsey County Sheriff Department. Aside from some <br /> I outstanding traffic items, nothing significant was noted. <br /> On May 15, 1995, the City received additional information from the organization as required by <br /> I ordinance. Upon review of this information, a May 16, 1995 letter was sent to the organization <br /> which highlighted concerns staff had in the area of satisfying the trade area spending <br /> I requirement. <br /> On May 18, 1995, the City received amended support infonnation from the organization. The <br /> .- internal affordable housing initiatives program was deleted in this revision. <br /> I <br />
