New staff may be phased in over time if existing staff is not available or as existing staff quits. The 10% of net income will be paid regularly to the City of Arden Hills as required in our agreement for their use in public purposes. 40% of the net income will be invested in the Arden Hills trade area to serve the broader community including new Brighton, Mounds View, Shoreview and Roseville in accordance with our agreement with the city of Arden - . Hills. We propose to address these needs within the Arden Hills trade area through the following programs: - 1. Provide financial support and cultural resources to the Northwest Youth and Family Services program in - New Brighton. We have met with Kay Andrews and we discussed their programs serving the broader community in the Arden Hills trade area and our ability to provide some financial resources to Northwest I Youth and Family Services through these gaming proceeds. We also may be able to provide some cultural resources to their staff to enable them to address any issues affecting Indian clients they may serve. I 2. At some point in the future we may contribute to a Habitat for Humanity project to provide affordable housing within the trade area. We have spoken with Stephen Side!, Executive Director of Twin Cites Habitat for Humanity and he advises they have no current projects within the Arden Hills trade area I but may at some time in the future. They have built homes in New Brighton. Proceeds to Earthstar Project activities I Use of these funds will be in accordance with the State Gaming Commission requirements and the agreement with the City of Arden Hills. The Earthstar Board of Directors will approve the use of these funds for the treatment of PTSD, the elderly services program or affordable housing programs as the needs are prioritized by the Board in I accordance with meeting the requirements of the State Gaming Commission.
