TO: Mayor and City Council ~ <br /> FROM: Kevin Ringwald, Community Development Director <br />I SUBJECT: Authorize Distribution ofEA W - Townhouses of Lake Valentine <br />I Backl!round <br /> The City Council on April 10, 1995, ordered the preparation of a discretionary <br />I Environmental Assessment Worksheet (EA W) for the Townhomes of Lake Valentine. The <br /> Townhomes of Lake Valentine is a sixteen unit townhouse development proposed by Mr. <br /> Dan Ogren. <br />. Discussion <br />I- The EA W is a brief document which is designed to set out the basic facts necessary to <br /> determine whether an Environmental Impact Statement (ElS) is required for a proposed <br /> project. Although an EA W may also accomplish other purposes (provide permit <br />I information, inform the public about a project, help identify ways to protect the environment <br /> from harm from the project) the primary, legal purpose is to provide the information <br /> necessary for a decision on the need for an EIS. The decision on the need for an EIS is <br />I determined by the projects potential for "significant environmental effects", as defined in <br /> Minnesota Rules, Chapter 4410.1700, Subpart 7. <br />I At this point in the EA W process the City has prepared the EA W document, with the <br /> assistance of RLK Associates. The next step in that process is City Council authorization <br /> to distribute the EA W. If the City Council authorizes the distibution of the EAW, then the <br />I Staff would: <br /> 1. Submit the EA W to the EQB Staff for publication in the EQB <br />I Monitor on July 31, 1995; <br />. 2. Distribute the EA W to the necessary agencies, departments and <br /> persons pusuant to Minnesota Rules, Chapter 4410.l500A; <br />. <br />I- <br />. <br />
