Present: Councilmembers Beverly Aplikowski, Paul Malone; <br /> City Administrator, Brian Fritsinger; City Accountant, Terry Post; Community <br /> Development Director, Kevin Ringwald; Park & Recreation Director, Cynthia Walsh; <br />I Public Works Superintendent, Dwayne Stafford; Tim Nelson and Rob Davidson, Everest <br /> Development; Department Secretary, Julie Tostenson. <br />I Susan Keim and Dale Hicks arrived late <br /> AGENDA ADOPTION <br />I Agenda was revised with the order of items as follows: 3-c, 3d, 3a, & 3b. <br />Ie 3-c. EVEREST DEVELOPMENT PROPOSAL <br />I City Administrator, Brian Fritsinger, stated that the negotiation deadline established by the <br /> City Council was July 15, 1995. There have been several deadlines set over the last few <br />I years. Staff met with Everest this morning, (July 20, 1995) and was unable to reach an <br /> agreement. The key issues with staff are the assembly of the site, the timing of acquisition <br /> & overall areas being in control of the project. <br />I Tim Nelson, Everest Development, stated that they are proposing to control 66% of the <br /> project area prior to requiring city participation. They recognize that a full 1 00% <br />I assembly of the site is critical to the project The risk of acquiring all parcels has led to the <br /> decision of only partial assembly. The three pieces of property that are expected to be the <br /> hardest to obtain would be: <br />I 1.) ATS Steel <br /> 2.) Binger\ McFarlane <br />I 3 .) Harstad <br />I Councilmember Malone stated the part of the difficulty he was having with the 66%, is the <br /> timing.
