Gateway Business District (GBD). The following outline is presented to facilitate preliminary <br /> discussion on the extent of City involvement in the development of the GBD. <br />I 1. Baseline Site Information <br /> The updating of the infrastructure requirements, particularly the traffic component is of <br />I critical importance. The pending improvements of Highway 96 and the interchange at <br /> Interstate 35W and Highway 96 should be dovetailed into the GBD planning process. The <br /> identification of environmental constraints, such as; wetlands, floodplain, and shoreland <br />I- areas should also be identified. Also, the need to update the estimated acquisition, <br /> relocation and demolition costs should be reviewed. Lastly, the inclusion of the <br /> Indykavitz and Vaughn properties into the GBD should be discussed. <br />I 2. Visioninl! <br /> After a careful review of the development constraints and opportunities have been <br />I completed, it may be appropriate to review the vision for the GBD. If a modification of <br /> the vision is contemplated, then the involvement of the Planning Commission may be <br /> appropriate if the modification may result in changes to the zoning ordinance. <br />I ~ DeveloDment Options <br /> J. <br /> The next step may include an analysis of the development options for the GBD, such as; <br />I the preparation ofa Request For Proposal (RFP), City development of the GBD, allowing <br /> market forces guided by the zoning district standards to develop the GBD, or a <br /> combination of the above. <br />I 4. Horn Oak and Leather <br />I Staff has been discussing development options with representatives ofHom Oak and <br /> Leather. Hom Oak and Leather wishes to construct a protype corporate office, retail, and <br /> warehouse facility on the Naegele Property. They have presented staff with a concept <br />I plan which develops the site, but strives not to preclude other development scenarios from <br /> occurring in the GBD.. Staff will be presenting this concept plan at the W orksession, for <br /> . the City Council's information. <br />. <br /> KR\jt <br />I <br />
