CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> I DATE: September 11, 1995 <br /> I TO: Mayor and City Council <br /> FROM: Kevin Ringwald, Community Development Director <br /> I <br /> SUBJECT: EAW - Townhomes of Lake Valentine <br /> I <br /> Reauest <br /> I The 30 day public comment period closed on the Environmental Assessment Worksheet (EA W) <br /> on August 30, 1995~ Therefore, the City Council is being requested to either; decide on the need <br /> for an Environmental Impact Statement (EIS), or postpone a decision a decision for up to 30 days <br /> I to gather information which is critical to the decision on the need for an EIS. <br /> Backzround <br /> I The Townhomes of Lake Valentine is a 16 unit attached single family residential development <br /> located at the intersection of County Road E-2 and Old Highway 10. The City Council at its <br /> .. April 10, 1995 meeting ordered the preparation of an EA W for the Towuhomes of Lake <br /> Valentine. The City Council at its July 10, 1995 meeting authorized the publication of the EA W <br /> in the EQB Monitor. The EA W was published in the EQB Monitor on July 31, 1995. Thereby, <br /> I initiating the 30 day public comment period. The City Staff on August 17, 1995 held a public <br /> informational meeting to facilitate participation and understanding of the EA W process. The 30 <br /> day public comment ended on August 30, 1995. The City Council is required to make a decision <br /> . on the need for an EIS within three (September 4, 1995) to thirty (September 29,1995) days after <br /> the close of the public comment period. The decision on the need for an EIS may be postponed <br /> for up to thirty days (October 11, 1995) to obtain additional information which is critical to the <br /> . decision on the need for an EIS (MN Rule, Chapter 4410.1700, Subpart 2a, B). <br /> Discussion <br /> . The EA W is a brief document prepared in a worksheet format which is designed to rapidly assess <br /> the environmental effects which may be associated with a proposed project (MN Rule, Chapter <br /> 4410.1000, Subpart 1). In deciding whether a project has the potential for significant <br /> I environmental effects, the City shall compare the impacts that may be reasonably expected to <br /> occur from the project with the criteria found in the rule (MN Rule, Chapter 4410.1700, Subpart <br /> I 6).
