The Arden <br /> Hills panel consists of: Kate Drewry, Rice Creek Watershed District; Tom Peterson (Ramsey <br /> County Soil and Water Conservation District); and Bruce Sandstrom (Board of Water and Soil <br /> . Resources)~ The technical panel has reviewed the delineation and has accepted the work as being <br /> consistent with the Wetlands Conservation Act requirements. The Corps of Engineers has <br /> reviewed the delineation, has found it to be consistent with their regulations, and has found that <br /> . construction of the homes, roadways, and ponding areas would not involve grading or filling <br /> within waters or wetlands located on the site. <br /> . The project also involves the installation of a storm water outfall pipe outletting into Valentine <br /> Lake. The Corps has detennined that the installation of the outfall structure is eligible for <br /> authorization by a nationwide permit. The DNR has yet to act on the petitioners application. <br /> . <br /> 4. Water Use <br /> . The commenter notes that the amount of water that will be used by the development is not <br /> I. included in the EA W. <br /> Based on City records for the past winter quarter, the average water usage in Arden Hills is 180 <br /> . gallons per day per single family household~ No water supply shortage is anticipated~ <br /> . 5. Water Related Land Use Mana!!'ement Districts <br /> Commenter states that the site is within a shore/and management district. <br /> . The property is not within a shore land management area. Soils <br /> I Several commenters state that the location of specific soil types on the site should be determined <br /> . to ensure that structures are nor affected by ground water or other factors. <br /> Standard building practice is to evaluate soil conditions and require appropriate measures are <br /> . taken to ensure the building will be structurally sound.
