I <br /> . <br />Mr. Brian Fritsinger ~ <br />September 6, 1995 <br />Page Two <br />We did not take traffic counts at this intersection, but it is highly unlikely that the traffic <br />warrants for stop sign installation would be met. I <br />If the stop sign installation is intended to slow the speed of traffic on County Road F, there I <br />are numerous studies that have been done that indicate stop sign installation will have <br />negligible effect on the speed of traffic. In fact, some studies have found that speeds <br />between stop signs actually increase after installation. As drivers perceive that time is lost I <br />slowing down for the stop sign, they will accelerate to an even higher rate of speed as they <br />approach the next signed intersection. <br />Another concern is that the motoring public will perceive that a stop sign is not warranted I <br />at a particular intersection and will tend to roll through the stop sign. This can be even a <br />more serious problem for pedestrians if they rely on the stop sign to provide safe passage I <br />across the street. <br />Finally, a stop sign installation at Fairview Avenue and County Road F, although unlikely I <br />to significantly reduce speed on County Road F, will interject additional noise as cars are <br />slowing for the sign and accelerating faster than normal from the intersection, trying to .. <br />make up the time that has been lost. This may be more of a negative to the adjacent <br />homeowners than the speed of traffic on County Road F. <br />In conclusion, if the City feels the stop sign is needed for pedestrian movements crossing I <br />County Road F or for vehicular traffic trying to enter County Road F from Fairview <br />A venue, I would suggest that the installation is valid. If, however, the only intent is to I <br />slow the average speed on County Road F, I would suggest that neither the City nor the <br />abutting residents will be happy with the results.
