Dear Brian: <br />. Over the last few years, the City of Arden Hills, the National Guard, and Ramsey County <br /> have been struggling with what seems to be a never ending project -- to secure <br />.- approximately 100 acres of TCAi\P land north of County Road 96 and west of Hamline <br /> A venue. As you know, it has been quite diffiult to work things through the federal maze <br /> of rules and regulations to achieve our goal. Even though it has been an effort for the <br />. three of us to work together for the benefit of the citizens we serve, I have felt throughout <br /> this entire time that we have been optimists about achieving our goal. <br />. I am concerned, however, after our meeting early this week and the article I read in the <br /> Shoreview Bulletin, that the partnership may be faltering and, as a result, we may not <br /> achieve our goal. I am also concerned about good faith efforts on the part of the National <br />. Guard and Ramsey County to provide infrastructure improvements for our future that <br /> may not be used. <br />. Specifically, I am concerned about the $31,000 investment made by the County in sewer <br /> and water improvements needed to serve the future public works site that may only serve <br />. a City need should your proposal for TCAAP development prevail. Prior to my <br /> recommendation to the County commissioners, I inquired as to the City's involvement <br /> and commitment to a public works site near the existing National Guard location. I was <br />. assured the City was still committed and the investment by the County would be realized. <br /> My question today is: if the City proposal for TCAAP development excludes the <br />. National Guard and the County from using their investment in sewer and water <br /> improvements, how does the City plan to compensate these agencies for that loss? <br />.e <br />.
