ARDEN HILLS CITY COUNCIL - SEPTEMBER 11. 1995 4 <br />I Mr. Ringwald believed the EA W, public comments on the EA W, and responses to those public <br />I comments have adequately identified the environmental effects which may be reasonably expected <br /> to occur from this 16 unit residential project. The identification of and mitigation procedures for <br /> these environmental effects will provide the City Council sufficient information to make an informed <br />I decision on this development proposal. <br /> Mr. Ringwald indicated the staff would recommend in the Environmental Assessment Worksheet <br />I for the T ownhomes of Lake Valentine that: <br /> I. The City Council adopt the response to the public comments; <br />I 2. The City Council adopt the Findings of Fact; <br /> " The City Council adopt a negative declaration on the need for an EIS; <br /> ~. <br /> 4. The City Council authorize staff to distribute the responses to the public comments; <br />I and <br /> 5. The City Council authorize staff to distribute the decision of the City Council on the <br /> need for an EIS. <br />I Mayor Probst indicated this is not a Public Hearing, but the Council will allow public comment at <br />I- this time. He noted comments would be limited to three minutes, to allow the opportunity for all <br /> who wish to speak. <br />I Mr. Paul Rem, 1670 Glenview Court, presented the Council with information regarding drainage <br /> and flooding on the site. He wanted the Council to be informed ofthe lake levels, he did not believe <br /> the EA W addressed this issue. <br />I Mr. Rem noted in 11 out of the last 20 years the lake level has been higher than 879.3 feet. And <br /> also, three of the past 20 years the lake was at or above 880.6 feet. <br />I Mr. Rem expressed concern that these facts were not addressed by agencies commenting on the <br /> EA W because the plan included in the EA W was not the current version dated July 17, 1995. <br />I Further he indicated that the Department of Natural Resources (DNR) had reservations about the <br /> sediment basin as shown in the earlier version of the plan, the only one upon which they could base <br /> their comments. .. <br />I <br /> Mr. Mark Chapin, 3947 Rolling Hills Road, expressed disappointment with the EA W. He felt <br />I the information provided in the EA W was not much more than what was previously known. He <br /> believed the EA W to be inadequate and urged the Council to postpone their decision until more <br /> detailed information could be provided. <br />I Mr. Chapin indicated the EA W did not address any of the concerns regarding wildlife. He noted the <br /> . addition of impervious surface at the nearby elementary school was also not addressed. <br />I <br />I <br />
