Based upon feedback from the City Council, residents of recently <br /> reconstructed streets in Arden Hills, and staff, we have attempted to develop a revised <br /> process for use in future improvements. TIlls letter will summarize that process and outline <br /> I a method and timeline for its implementation over the next year using the 1995 Pavement <br /> CiVIL ENGINEERING re-rating as a starting point, and concluding with the completion of a 1996 Street <br /> ."IIRONM'NTAL Improvement Project. <br /> I 'u\'IClFA'_ <br /> PLANNING Proposed Process <br /> SOUD\,'/ASTE <br /> I STRUCTURAL The revised PMS process should start with the re-rating of all streets within Arden Hills <br /> SURVEV,\jG during October. This operation should occur on a three year basis, and has not been <br /> TR,AfFIC completed since 1992. Based upon conversations with City staff, this work would be <br /> I TRANSP8RTATION completed using a combination of MSA and public works staff. Following the initial <br /> re-rating, MSA would update the computer fIles annually to move newly reconstructed, <br /> ELEcnICAl/N,EC,ANICAl rehabilitated, overlaid, or seal coated streets to appropriate locations within the master <br /> I ENGI\!::RI\!G street priority list. <br /> H'JA{ <br /> POWERCISTRIBU'llo.\i Data Gathering and Information Dissemination <br /> I SCADA <br /> SYSW;!, CONTROLS <br /> Upon completion of the street annual re-rating/revision, staff would most likely request <br /> I authorization to complete a feasibility study for those streets most in need of corrective <br /> action, as outlined above. This feasibility study would be more general in nature than <br /> recent studies, in an effort to give residents a basic idea of the various improvement <br /> I options, costs, and benefits related to the various means of improvement. Following the <br /> preparation of this report, MSA and staff would hold informational meetings with affected <br /> property owners. It may be necessary to hold more than one meeting as residents not <br /> I desiring street rehabilitation when proposed by the PMS, could ask that their streets be <br /> delayed. In this situation, those streets would be moved to the bottom of the PMS priority <br /> .FFICESIN: list and a follow-up informational meeting would be held for what we would classify as <br /> I MINNEAPOLIS "second priority" streets. <br /> PRIOR LAKE <br /> ST.
