.
.. Honorable Mayor and City Council
October 5, 1995
. Page Three
. Completion of preliminary survey and creation of base maps to use in
. "walk-thru" .
. The addition of new items to the input/action log addressed above to ensure
issues are brought to the surface and addresses as required.
. . A summary list of input and associated actions to inform the City Council
of issues related to each project.
. Preparation of final plans.
.
Plans and specifications would be completed in February and the City could solicit bids
. earlier in the year in an effort to obtain the most competitive prices available, begin
construction in early spring, and allow for timely completion of construction during July
or August. We have prepared a project timeline that would allow for an assessment hearing
. in April, following the receipt of bids. The Council could award a project at that point,
or await the 30-day appeal period following an assessment hearing and award a project in
May. In either case, the enclosed proposed schedule allows "float" in several tasks in an
. effort to anticipate a worst case scenario. It is our expectation that this will not be the
case; however, with this plan, the construction will still be completed by mid-September
.. of any given year.
Summary
. This letter has presented a revised street improvement process that provides the engineer
and city staff with a defined timeline for events, and a clear means of communicating the
City's intentions for improvements to residents well in advance of the actual decision
. making stages of public improvements.
. We are pleased to be a part of this new public improvement process and welcome any
comments, additions, and suggestions from both staff and Council. We would like to
initiate this process by requesting authorization for the 1995 pavement re-rating to be
. complete by late October in anticipation of a December feasibility report and January
informational and public hearings. I will be present at the October 10, 1995, Council
meeting to answer any questions regarding this plan.
. Sincerely,
. MSA, CONSULTING ENGINEERS
,~
.
..
