Our major concern is the <br /> I potentia] for advers<, effects on Valentine Lake from site drainage, and the extensive <br /> modification of the site for development. <br /> The City's zoning map shows the property to be outsid<, the shore1and district of Valentine <br /> I Lak<" because the water drains away from the lake. The project is proposing to COIU1ect the <br /> sediment hasin on thc site to the lake by installing a culvert undcr Old Highway 10. The site <br /> would then drain to the lake, yet it would be exempt from shoreland standards. Valenline <br /> Lake is classified as a Narural Environment lake. and protecting its water quality is a major <br /> I concern. Without thc nOlmal protection provided by shoreland standards, water quality in the <br /> lake may be degraded. We rcconill1end that the city and the project proposer consid<,r routing <br /> the outflow from the sediment basin to the south under County Road E2 and eventually to <br /> Valentine Creek, . <br /> I <br /> It appears that this project is built out to the limits of rhe site (sreep slopes and wetlands). We <br /> understand rhat the site will be graded down to the foot of the steep slopes in the northwest and <br /> I that the materia] will be used to fill the eastern part of the site for townhouses 1 to 4. This site <br /> grading and the consU1Jction of the scdiment basin will eliminate much of the wooded area on <br /> the site. The grading of steep slopes and the transfer of 24,000 cubic yards of soil on site pose <br /> I hazards for twO of the wetland basins that abut the townhouses. Soil erosion 13est Management <br /> Practiccs (liMPs) must he rigorously enforced. The remaining wctland habitat would benefit <br /> from conservation easements (deed restrictions) prohibiting alteration and from buffer strips of <br /> natural vegetat.ion. <br /> I Item 18 (ami Fi\!\lres 3a/3b) indicat~.s that a detention basin will be constructed on the site, but <br /> no additional information is provided.
