To carry out the above housing principles, the City of Arden Hills agrees to use benchmark indicators for communities of similar location and stage of development as .- affordable and life-cycle housing goals for the period 1996 to 2010, and to make its best efforts, given market conditions and resource availability, to remain within or make progress toward these benchmarks.
