TO: Mayor and City Council <br /> I FROM: Brian Frit~inger, City'Administrato@ <br /> SUBJECT: Livable Communities Act <br /> . Background <br /> I Attached, the.City Council will findipormation which describes the Metropolitan Livable <br /> Communities Act. This Act was adopted by the State Legislature in 1995 and is intended to <br /> address housing and other developmental issues facing the metropolitan area. <br /> . What Are the Issues Facim! Arden Hills? <br /> Metropolitan communities have until November 15, 1995, to elect to participate in this program. <br /> I While the Met Council has provided suggested goals, the City does'not necessarily have to adopt <br /> these goals at the time it elects to participate. These negotiated goals must be adopted by January <br /> .- 15, 1996. <br /> What Goals Has The Metropolitan Council Suggested? <br /> The draft agreement with the City suggests goals in a number of areas. The City currently only <br /> I meets one of these goals. <br /> How does TCAAP Impact These Goals? <br /> I Staff has requested clarification from Met Council on the impact of TCAAP on these goals. The <br /> initial reaction from Met Council is that they will consider any suggestions the City may have. <br /> I Staff is considering whether these goals should be exclusive to TCAAP or City wide. Mr. <br /> Ringwald will present several ideas on this, at the Meeting. <br /> I How Long is the City Committed to These Goals? <br /> The City would be committed for one year. After that year both participation and goals are open <br /> for discussion. <br /> . Other Issues <br /> In order to qualify for many of the State funding programs, cities will be required to participate <br /> . in this program. This issue does have a significant immediate impact on Arden Hills. <br /> The financial assistance which is being pursued for Cardiac Pacemakers (CPI) will be subject to <br /> I our participation. Should the Council elect not to participate, CPI will lose approximately <br /> $250,000 in asbestos abatement funds. <br /> .- <br /> . <br />
