CORRIDOR LANDSCAPING <br />In terms of landscaping for the Highway 96 corridor, two issues need to be , <br />addressed: capital costs and maintenance costs. <br />1. Landscaping Capital Costs , <br /> Under the State Aid guidelines, only general landscaping for the roadway . <br /> would be eligible for State Aid funding. Special landscaping treatments, and <br /> specialty items selected by individual cities would not be eligible for State <br /> Aid funding. Therefore, in the Concept Cost Estimates presented in the I <br /> Memorandum dated August 7, 1995, only Item No.5, Landscaping, would be <br /> eligible for State Aid funding. All other items would have to be funded by <br /> the cities or from some other funding sources. I <br /> In terms of the amount of available funding, Ramsey County's current e. <br /> position is that up to 5% of the overall project cost could be considered for <br /> the landscaping enhancements. If one assumes, for rough estimating <br /> purposes, that the overall project cost for reconstructing Highway 96 is I <br /> somewhere in the range of $15,000,000, and if one also assumes that all <br /> eligible funding will be available, the budget for landscaping enhancements <br /> would be approximately $750,000. . <br /> The cost estimates for corridor landscaping, presented in the August 7, 1995 <br /> Memorandum, range from $135,000, for a low-level treatment program, to I <br /> $640,000, for a high-level treatment program. Thus, it would appear that the <br /> general scope of the proposed landscaping program is within the range of <br /> potential available funding and could be implemented. I <br /> The landscaping enhancement program, described in greater detail in the <br /> August 7, 1995 Memorandum, calls for the following: I <br /> . Landscaped medians for the whole length of the corridor, in order to <br /> break up the expanse of pavement; . <br /> . Groups of trees, shrubs, wildflowers and grasses planted in clusters, <br /> in the medians as well as the boulevards, in order to permit filling in . <br /> voids along the corridor, minimize maintenance costs, and <br /> complement the natural look of the corridor; e <br /> . <br /> I <br />
