Pursuant to due call and notice thereof Mayor Probst called to order the City Council <br /> Worksession at 4:35 p.m. Present: Councilmembers Beverly Aplikowski, Dale Hicks, and <br /> . Paul Malone; City Administrator, Brian Fritsinger; City Accountant, Terry Post; <br /> Community Development Director, Kevin Ringwald; Public Works Superintendent, <br /> Dwayne Stafford; Planning Commission Chair, Steve Erickson; Planning Commission <br /> . Members, Brent Nelson and Gregg Larson. Also present were four Arden Hills residents <br /> observing the meeting. <br /> . AGENDA ADOPTION <br /> . Councilmember Hicks moved, seconded by Councilmember Aplikowski, to adopt the <br /> agenda as presented. Motion carried 4-0. <br /> .. 3a. PLANNING COMMISSION VISIT/GOALS <br /> Council expressed their appreciation for the time, dedication and leadership put forth by <br /> I Planning Commission members on the TCAAP planning exercise. Mayor Probst <br /> identified 1996 work areas for the Planning Commission as being ongoing TCAAP <br /> planning efforts, potential development in the Gateway Business District and, as a result <br /> . of the Ogren project difficulties, revisiting information dissemination policies and <br /> procedures concerning future development cases. On this last point; notification <br /> I requirements, concept plan submission and on-site concept boards were briefly discussed <br /> for further consideration. <br /> . Other 1996 Planning Commission possible work areas included conducting a survey of <br /> existing lakeshore setbacks to develop a baseline, allowing certain retail business, <br /> wetland setbacks, Gateway District changes, updating the Shore land Ordinance and the <br /> I Comprehensive Plan update. The idea of staggered terms for commission members was <br /> also briefly discussed. <br /> . 3b. LIVEABLE COMMUNITIES ACT <br /> . Staff discussed critical dates and process issues of this legislation with Council. Staff will <br /> provide Council further impact analysis well before Council deliberates an "opt-in or opt- <br /> .. out" decision at the November 13, 1995 Council meeting, <br /> I <br />
